Storyline
Announcement
The Prime Directive--a core tenet of Starfleet’s ethical principles which prohibits interference with the natural, unassisted development of other societies--has seen near constant violation in the wake of the temporal anomaly crisis. Despite arguments that this directive is now more impractical than ever, the Federation has challenged its neighbors to assist in carving out safe spaces for less advanced civilizations to continue their development. [1]
Prologue
- Captain Jean-Luc Picard: "The Prime Directive is as critical to a Starfleet officer's identity as the Hippocratic Oath would be to a doctor. We are explorers, diplomats, defenders–not liberators or missionaries."
- Captain Jean-Luc Picard: "In this crisis, we've seen the Prime Directive violated countless times. Some argue that it no longer has a place in this new reality, but I believe every society has the right to chart its own course. Will you help us?"
Intermezzo
- Captain Jean-Luc Picard: "The Ferengi Alliance claims that their adherence to the Rules of Acquisition makes them the best choice–the directive makes business sense, if not ethical sense. The Terran Empire claims they would truly enforce it–and I don't doubt them."
- Choice A
- Captain: "The Terran Empire believes in the Prime Directive?"
- Captain Jean-Luc Picard: "I believe the officers of the Terran Empire see the Prime Directive as the means to an end. They gain control over impressionable, primitive societies and the authority to punish them for interfering. But, I am as new to this universe as they are."
- Choice B
- Captain: "And what will the Ferengi do if their profit drops?"
- Captain Jean-Luc Picard: "We cannot paint an entire species with the same brush. Nevertheless, it is true that supply and demand drive the Ferengi culture. Should these primitive societies demand our technology, I'm not sure the Ferengi would adhere to our agreement."
- Choice C
- Captain: "I'd be a fool not to ask what you'd do here."
- Captain Jean-Luc Picard: "The Prime Directive is flawed, as is Starfleet's enforcement of it. But we'll never solve our problems if we hand them off to someone else. Section 31 is at least tangentially connected to the Federation."
Epilogue
- Luther Sloan: "This kind of work is Section 31's specialty. These primitive civilizations won't even know we're watching, and neither will anyone who attempts to interact with them–until it's too late."
- Captain Jean-Luc Picard: "Section 31 seems a necessary evil for now, but I'm establishing a special task force to reexamine the language of the Prime Directive. The Federation must take responsibility for its failures as well as its successes."
