The Borg Queen reports an odd phenomena among her drones: they are hallucinating individuals that look like odd versions of the Voyager crew. She demands your help, insisting if Voyager's crew are behind this, it's the Federation's responsibility. Your away team finds the culprit to be a version of Photons Be Free! that made its way into the central plexus. You are able to remove it. While analyzing one of the drone's cortical implants, a holographic projection of an assimilated Marseilles appears and disrupts your access to the Collective.

Prior to her abduction, Voyager received a communication claiming that she would be held accountable for all of the holograms she decompiled. Tuvok asks you to rescue the captain. Finally tracking down the holoship, your team is able to convince them to allow you to board and serve as Janeway's defense. You are able to prove that she is not Captain Jenkins from Photons Be Free and the crew reluctantly agree to release her. Your away team is unable to board the holoship and rescue Captain Janeway.

Ships in the Delta Quadrant are being trapped, their computers glitching and their engines stalled. By the time the crews get their ships up and running, they find certain items have gone missing. Your away team is asked to investigate. Studying readings from the ships that were targeted, your away team is able to reconstruct pulses of photonic energy moving through the ship at the time and finds the signatures correspond to some of the current holograms on the run. A member of your away team is assessing the computers of one of the impacted ships when they are knocked out by an electric shock.

Analyzing data from the Collective, your team finds that a series of files the Collective downloaded into the central plexus also included Photons Be Free! Your away team is able to segregate and remove the influence of the holonovel and cast. Incidents of stolen identity are running rampant across Starfleet vessels with one common cause: every impacted vessel has recently begun using the EMH Mk. 1. The Doctor asks you to investigate and restore his good name! Your team finds that, spurred on by Photons Be Free!, some EMHs have been stealing patients' data and using it to gain access to things that would normally be out of their reach. They are punished, though Starfleet agrees to hear their concerns. While investigating the identity thefts, identities of several members of your crew are stolen.

You threaten Quark with legal action, while your team removes the data, just in case. Concerned about the impacts the fallout from Photons Be Free is having on authorial integrity across the galaxy, Jake Sisko decides he wants to come up with a code of ethics for writers and creators. He asks for your away team's help. After researching similar codes of ethics, your away team helps Jake create a code that maintains freedom of expression for creators while also easing the fears of those around them that they might end up fodder for a juicy story. Every code your away team constructs with Jake is rejected by the creative community as being too restrictive.

Command Rumors about the Voyager have spread like wildfire following the release of Photons Be Free, but so have bits of classified information. Nog suspects this too must be connected to the holonovel and asks you to investigate. Going through the code of the holonovel, your away team finds that in constructing his masterpiece, the Doctor inadvertently pulled in classified data on some crew members. You convince him to release an edit that removes this data. While going through the holonovel, your away team is distracted by the compelling plight of the Doctor aboard the USS Vortex.

Inspired by the Doctor, Q decides to write his own holonovel, chronicling his adventures with the mortals of Starfleet - or his unique take on those tales. Picard fears his work could cause more chaos than a snap of his fingers and asks you to help. Q is resistant to the idea that his work could in any way do that much damage, but you finally convince him to relent. You are unable to convince him that writing about the Continuum instead is worthwhile and he merely goes back to hassling Picard. Q is outraged at your implication that his work would be in any way salacious and vows to not only include you and every last secret you hold, but to release his work across all universes to ensure your maximum humiliation.

Quark has begun promoting his new holowork - a harrowing tale of a Ferengi bartender dealing with hu-mons and other less than business savvy species on the edge of space - and war. Sisko fears his fantastical tell-all could spark conflict. After reviewing Quark's work, your team finds the details of his time on Deep Space Nine have indeed been exaggerated. You convince him to make changes, saying his depiction of Odo as a petty and ruthless enforcer targeting him might give him ideas. Your away team's attempts to reason with Quark backfire, resulting in him including unflattering depictions of them as well.

The actions of the Doctor's characters have netted him - and them - a great deal of interest. Quark insists that the Doctor should strike while the iron's hot and ensure he can profit off of his novel - only to face opposition from the cast itself! Your away team mediates the dispute between the Doctor (represented by an insistent Quark) and his holo-creations. But the Doctor quickly backs down, realizing a lot of the questions of his creations' agency are ones he's had to deal with. Things quickly take a turn for the sinister when she begins acting strangely. Investigate. The Doctor reaches out to you, completely flustered. His work on his next great masterpiece is being stalled by the invasion of characters from works past. He says that though you may lack his level of creative genius, he would still like your help. After talking to the Doctor to ensure his troubles aren't just writer's block, you dig into his code and find that, indeed, the holograms have actually invaded his subroutines. Expunging them seems to unleash the Doctor's creativity once again. Your away team's attempts to interview the Doctor for more information only lead them to end up listening to a five hour diatribe on the subtle nuances of holograms versus other forms of artificial intelligence.
