Ziyal has seen a change in her people since the IFAC. Sure, some Cardassians have gotten over-competitive, but she also notes excitement over the games has united her people and given them joy. She wants to find a way to expand that beyond the IFAC.
You share the competitive sports histories of Earth and other Federation worlds with her. Together, you come up with ways to incorporate some of those ideas into Cardassia's own sports traditions, creating new games and leagues.
You and your away team meet with Ziyal, but struggle to come up with any concrete ideas.

The way his people took to the IFAC seems to have been a surprise for Garak, who shares that it motivated him to create new uniforms for his people. However, trust for the simple tailor seems to run low and he asks you to help him.
Your away team sees one of Garak's prototypes and notes the effort and care he's put in. They use word of mouth to garner the interest of not only Cardassians, but other factions as well.
Your away team takes suggestions from Quark to promote Garak's uniforms, advice he provides as a price. Garak is made a laughingstock among his people.

There is disagreement on Cardassia Prime about recruiting from remote colonies. Some believe only athletes from the homeworld should represent the faction, while others believe everyone should have the chance. See if you can change some minds.
Your away team visits several remote colonies and finds multiple quality candidates. They take footage and information on these candidates bacj to Cardassia Prime, where several naysayers seem intrigued.

You hear of clandestine fight clubs, saying they are an offshoot of the IFAC and a way to settle disputes with fists. But when a match between a Bajoran resistance fighter and a Cardassian legate instigates an all-out brawl, you are asked to step in.
Your team observes these matches from the shadows, ensuring violence doesn't break out. They pick up on certain spectators using the match to stir dissent for their own amusement - or benefit. You call them out and they are ultimately chased off.
Qn visiting these clubs, your identity is quickly sussed out. The already tightly—wound spectators turn their intensity on your team.

The Obsidian Order refuses to address the matter with you, so you are forced to investigate through other means. Ultimately you learn they have been constructing holographic opponents with this data, however they came by it.

Several factions are disappointed venues in their area of space were not considered for use in the IFAC, including the Cardassians, who are convinced this is just another example of the Federation's hatred of them. Address their concerns.
Your away team hears the Cardassians' concerns, along with other factions. They convene a committee to select venues for next time, being sure to include at least one Cardassian representative.
When one of your team members lets slip how little they think of Cardassia Prime, the Cardassians' suspicions graduate to full outrage.

The Cardassians are ready to ensure that the next IFAC is a true display of Cardassian strength and prowess, and they'll make it happen, no matter what. When rumors of their extreme methods reach Ziyal, she enlists your help.
Your team first tries to convince the Cardassians with simple diplomacy. When that fails, they move to use scientific evidence to show how these intense training methods actually produce worse competitors over time. Though stone—faced, they agree.
When your away team tries to give their input during an intense training session, a group of hulking Cardassian athletes surround them in an attempt at intimidation. It is highly effective.
