Help see this law through to passage. With your away team's help, Ferengi authorities successfully make it illegal for any Ferengi to deal with Larkin without turning him in. Even with your away team's help, Ferengi authorities are unable to pass a law making it illegal for Ferengi to deal with Larkin.

The Ferengi suggest tricking Larkin by offering to fund his research on tribbles. Create a believable Ferengi proposal in order to draw Larkin in. The Ferengi laugh at the inaccuracies and mistakes in your away team's prepared contract. They do not believe Larkin will ever buy that it came from a Ferengi.

Your away team suspects that Ferengi authorities will attempt to ransom Edward Larkin if he takes them up on their offer of political asylum, and the plan falls through.

Despite having come up with the idea, the Ferengi are loathe to actually supply the prize money for the proposed contest to capture Larkin.
