New Rarity Page

Added a new page Rarity that shows at a high level what all the Rarity levels are and what things in the game they apply to. I'd appreciate it if someone more experienced with editing this wiki could look at the page to make sure it's formatted correctly per the wiki's style guide. It would also be nice to see get a double check that I captured all in game items to which Rarity applies. --Flinx 6:13pm, 1 Apr 2017 (CDT)
