Feeling that the Federation isn't doing enough to find the mystery prisoners, a fleet of Klingons charge into the Gamma Quadrant to find the prisoners. Worried their rash actions could worsen a tense situation, Torres asks you to bring them back. Your crew pursues the Klingons, but from a distance, as your first officer suggests the possibility of letting them try to find the prisoners. But when a fleet of Jem'Hadar ships are detected, you move in and finally persuade them to turn back. DIALOGUE FAIL

Security A planetoid that has been a contested territory between the Klingons and the Tholians is brought up during the conference, with both sides claiming ownership. Ambassador Spock asks you to investigate and come up with a solution. Your crew investigates the planetoid's history and learns it belonged to the Klingons first. Along with amassing proof of the planet's ownership, you also draft a provision regarding the acquisition of territory that is well-received. DIALOGUE FAIL

Diplomacy Command Security Many of the Klingons insist the changes the Federation is insisting on ignore their proud warrior history - and the ways of many other intergalactic species. The Chancellor insists you help school the Federation in Klingon military history. At the Chancellor's request, your crew researches the military histories of both Klingons and other warrior species throughout the galaxy, beyond the standard details, then offers a well-received presentation during the conference. Ambassador Sarek asks you to investigate, not wanting to address their presence until he knows their intent. Your crew takes turns tailing the Duras Sisters and learns that they are present to ensure matters with the new convention progress in a way that is not detrimental to their interests. Martok is having a massive Klingon opera written depicting the heroics of his people during the Dominion War. He takes the opportunity of these talks to have you help him gather and confirm as many stories as you can. Your crew disperses, seeking out Klingons at the conference and beyond. Though many of the claims and stories seem far-fetched, many are corroborated by other sources, bringing a proud smile to Martok's face. DIALOGUE FAIL

Despite the Klingons' strong aversion to being taken prisoner, Worf begrudgingly admits it does happen. He asks your crew to help develop a training program to strengthen the mind against torture. Your engineers and science officers help create a holoprogram that can be adjusted by the user to simulate various forms of torture (including safety features to prevent injury or death). The program is an instant hit with the Klingons in attendance. DIALOGUE FAIL

When a Klingon ambassador to the conference is poisoned, Chancellor L'Rell assigns your crew to synthesize an antidote and find the culprit. Your medical team is able to synthesize an antidote and quickly assist the ambassador, while the rest of the crew seeks out the culprit, finding it to be a Romulan spy who is quickly taken into custody. DIALOGUE FAIL

Things get heated in the main meeting room when several Klingon dignitaries who have never attended a Federation function bring up their feelings on the dishonorability of being taken prisoner. Picard asks you to aid security, but to be discrete. Your security team is present, but lingers in the background, only making themselves known when a Cardassian and a Klingon get into a shouting match that sees both of them leap from their seats. Picard thanks you for your handling of the situation. DIALOGUE FAIL

A Vorta at the conference calls the Federation out as hypocrites, insisting that among the new proposed provisions, there are none that ensure alien captives be guaranteed a suitable environment. Janeway asks you to investigate and draft a proposal. Your officers investigate situations where an alien with a drastically different psyiology was taken as a prison and draft a proposed provision accordingly to prevent accidental deaths while a prisoner of war. Your officers help to draft a proposal, but it satisfies no one, being seen as too lenient by some and too overreaching by others.

Diplomacy Medicine Saru asks to discuss restrictions regarding the taking of pre-warp species as prisoners. When you ask him what brought these concerns on, he shares a communication he is trying to decrypt that suggests just such a scenario. Investigate the message. Your engineers are able to help Saru decode the message and follow the coordinates to a planetoid thought uninhabited, where a group of frightened unfamiliar aliens mention the pointy-eared overlords from the stars. You free them from the Romulans. DIALOGUE FAIL

Diplomacy Command Security The existence of Section 31 has become a hot topic at the convention. Many, including the Klingons and Cardassians, are calling for the organization's dissolution. Luther Sloane asks you to give a talk to persuade them otherwise. You compile a great deal of research for the presentation, reminding the crowd of the existence of the Obsidian Order, the Tal'Shiar, and so on. If the UFP is to dissolve Section 31, then these other organizations must go as well. You do a great deal of research with your crew's help, but your presentation and your insistence on the place of Section 31 is met with outrage and jeers, as well as disappointment from Sloane over your lack of discretion.

Starfleet tasks your crew with transporting dignitaries from smaller Federation and affiliated planetoids to the convention, many of whom live in areas that are difficult to navigate. Your engineers give your ship a needed tune-up before you depart to pick up the dignitaries, navigating plasma storms, asteroid belts, and even the Briar Patch, but ultimately safely acquiring your charges. Security While speaking with a diverse group aboard Deep Space Nine about updates to the convention, an argument breaks out regarding the use of mind melds and other mind-reading techniques. The argument threatens to turn violent mediate the dispute. Your officers separate the crowd and you are able to hear the two sides: one group feels threatened by such abilities and feels it should be considered torture, while the other side feels it an attack on themselves. You propose a compromise. Your officers attempt to split up the opposing sides, but as each group hears you speaking to the other, they become angry, feeling you are not being fair in your assessment of the situation.

One of the dignitaries brings up an outbreak of diseases that occurred during the Dominion War due to tight resources, the introduction of a new quadrant, and accusations of bioterrorism. They ask you to draft a prevention plan for future conflicts. Your crew assists your science and medical teams in researching data from the Dominion War and is able to help them draft a prevention plan that is reasonably well-received by all sides. Your medical and science officers wade through their data on the Dominion War, but there is so much there and so little time to go through it all.

During a break in meetings, a Maquis shoots a Cardassian official in your presence. Though the official was not seriously injured, the Cardassian delegates insist the Maquis be put to death. The Federation tasks you with deciding the Maquis' fate. You collect eyewitness accounts before you hold a formal mediation. You listen and survey all evidence with a fair mind. The Maquis is sent to the brig and the Cardassians, while disappointed, feel you gave their concerns due diligence. DIALOGUE FAIL

One of the Guls' ships is damaged upon trying to land on the planet’s surface and he shows up to the conference in a foul mood. As a show of good faith, your crew is volunteered to fix it. Your engineers get straight to work, grumbling about the shoddy work and outdated technology on the vessel. However, they manage to repair the ship, earning a backhanded compliment from the Cardassians. Your engineers work tirelessly on the ship, but it appears it was in need of maintenance long before it made its way to the conference. You are unable to repair the ship and the Cardassians mock your incompetence in frustration.

A group of Cardassin radicals threaten an attack on the conference, seeing it as another Federation attempt to through their weight around the galaxy again. Chakotay enlists your crew to find the radicals and prevent their attack. You receive information on where the radicals are planning to attack and manage to intercept them as soon as they draw close to the planet's surface. Chakotay applauds your tidy handling of the situation. DIALOGUE FAIL

A Vulcan dignitary brings up stories of Cardassians using prisoners of war as guinea pigs. The Cardassians insist that it was necessary for medical science to progress and they insist you evaluate their research, certain they can convince you. Your crew wades though documents provided by the Cardassians. Much of it is difficult to read, despite the progress made. Your medical and science officers draft a document on ethical experimentation practices that prohibit using unwilling subjects. DIALOGUE FAIL

Diplomacy Command Security With the revelation that the Thrax holding the mystery prisoners is actually a Changeling, many at the conference insist the real Thrax be brought before them. But the Cardassians insist they have no idea where he is, so you are sent to find him. Your crew searches high and low for Thrax, following hints and clues on his last known whereabouts. You are even able to convince some Cardassians to share what they know. Thrax's notable absence begins to raise many new questions. DIALOGUE FAIL

During the course of the conference, a Cardassian Legate brings up the idea of the Federation financing the rebuilding of Cardassia, since they are so eager to insert themselves in interplanetary business. They enlist your help in persuading the UFP. Your crew researches past precedent and talks to older dignitaries about the possibilities of it actually happening. While it seems doubtful, you make an impassioned plea before several UFP higher-ups and the legate seems pleased. DIALOGUE FAIL

Security Many of the older Cardassian dignitaries are cynical and unwilling to contribute. Nog suggests working with young Cardassian ambassadors to give them a voice and he asks your crew to find decent candidates. Your crew helps Nog evaluate several up-and-coming Cardassian diplomats and other promising young people. You propose the names to both the Cardassians and the Federation as possible ambassadors to the Federation. DIALOGUE FAIL

Diplomacy Medicine Several visiting enlisted Starfleet personnel become emotional at seeing some of the Cardassian higher-ups, many of whom had a hand in the imprisonment, torture, or death of their comrades. Walk-outs turn to protests and Sisko asks you to mediate. Your officers attempt to ease the rising tempers of the Starfleet personnel amid the righteous indignation of the Cardassians. Though the protesters insist of continuing peacefully, your security team keeps an eye to ensure they do not escalate. DIALOGUE FAIL
