Engineering can't find the particular wavelengths they need to track these Boxes at any meaningful distance. The away team will still need to keep using Stasis Boxes for tracking down leads.

Since searching for a Stasis Box is only possible with a Stasis Box, the theory is that it may be easier to have limited shuttles gather as much as they can at a time. Develop new technologies to transport more Stasis Boxes at once
Your engineers come up with entire new layouts for shuttles, protecting the crew and increasing the boxes in cargo without disturbing their contents.
While your engineers come up with new plans for shuttles, your security team points out they had to remove the weapon system. While having more storage is great, the away teams must be able to protect their precious cargo fro attackers.
