An Honorable Citation is an item that allows a player to fuse another star onto an existing character.
Honorable Citations can be purchased for Honor 
from the Honor Hall. There are four different rarities available - Uncommon, Rare, Super Rare, and Legendary. An Honorable Citation can be fused to any character of the same rarity as itself in place of having a duplicate of that character.
