The away team finds that the habitats' exit portals can be unlocked by overloading their power circuits. They modify the portals to remain closed even after an overload, keeping the inhabitants inside.
The away team finds multiple weak points in the habitat's security, more than they can fix in a single day. While they struggle to close these security breaches, several inhabitants escape.

Chakotay's father, Kolopak, is still alive and fighting alongside the Maquis in one timeline. Separating him from his Maquis comrades would remove two thorns from Section 31's side at once.
The away team trails Kolopak on several Maquis missions until he is sent on a solo mission to steal from a small Cardassian outpost. They easily disable his shuttle and take the captive Maquis to Section 31's habitat.
The away team tries to follow Kolpak on his Maquis mission, but his experience with guerrilla warfare makes him difficult to trail. After the third time his trail disappears in the Badlands, they give up their pursuit
