Engineering The Bajorans need reliable captains to bring orphaned children across the quadrant to their new home. Kasidy Yates is used to ferrying cargo, but she'll need help preparing to transport dozens of excited children. The away team helps child-proof Kasidy's ship and turns her cargo hold into additional sleeping quarters. By the end of it, she barely recognizes her own ship, but she feels ready to take the children to their new home. Kasidy is an experienced captain, but the away team quickly realizes that her cargo ship is full of too many air ducts and exposed conduits to safely transport children. Kasidy suggests that they find another ship for the job.

The Bajorans recruited dozens of teachers to instruct the habitat's children during their stay. However, they all have different ideas about how to run a school, and someone will need to draw up a lesson plan. The away team constructs a well-balanced lesson plan for the school, and to their surprise, all of the teachers accept it. Some have minor complaints, but they all agree that it's a good starting point for their young students. Every lesson plan the away team proposes gets shot down by the teachers–one thinks astronomy is essential while another sees it as a waste of time, and the arguments go on and on. There's no telling when they'll be ready to open a school.

Medicine The Bajorans need to make sure that every new child they take in is in good health, but predictably, none of them want to go to sickbay. It'll take a delicate bedside manner to give the newcomers their checkups. The away team commiserates with the children about how unpleasant hyposprays are and shows them funny scans of their own insides. All of their patients leave sickbay laughing, and the away team is able to give them clean bills of health. The away team can't put their young patients at ease. When one dashes out of sickbay, claiming he's fine, he spreads Tarkalean flu to a dozen other children in the habitat. They all must be treated and quarantined.

Starfleet has asked the Bajorans to take in some of Onlies of Earth Two, but most of them are still afraid of "grups." Reassure the Onlies that they'll be in safe hands with the habitat's adults. The away team promises the Onlies that they can still play foolies at the Bajorans' refuge and that they won't have to worry about scrounging for food. Most of them agree to give the Bajoran "grups" a chance. The Onlies see everything the away team says to them as a "grup" trick to hurt them and order them around. They take off running through the streets of Earth Two, and none can be brought to the Bajorans' refuge.

The Bajorans have turned this habitat into a lush, beautiful playground for refugee children, but they don't want anyone getting too far away from adult supervision. Set up a perimeter so no one gets lost in the woods. The away team constructs a perimeter of unobtrusive field generators a few kilometers away from the compound. Though the woods look as open and inviting as ever, a forcefield will stop any children from exploring too far without supervision. The away team thinks they've set up a decent sensor array around the edges of the Bajoran compound, but one of the children goes missing that night. She is found in the woods, unharmed, but the perimeter will need work.

While the Bajorans hope that many of the refugee children will soon be reuinted with their families, they need to design additional living quarters for those who may need more permanent accommodations. The away team comes up with a suite of modular living quarters which can be expanded and easily redecorated as its inhabitants grow. The Bajorans are delighted that they'll be able to host these children for however long they need. The away team's newly designed living quarters are child friendly, but will grow old for anyone who has to stay in the habitat into adulthood. The Bajorans thank them for their time but decide to consult with an architect.

The away team turns them away, and his Bajoran family soon arrives to take him in. The away team manages to get Rugal to the new habitat, but his Cardassian parents arrive not long after. While the away team is distracted, they grab the poor boy and take him back to his lonely life on Cardassia.

Though the Nyrian vessel is clearly designated for transportation rather than combat, the away team outfits it with enough phaser arrays to convince the Bajorans that any children aboard will be well-defended. The Bajorans want the allasomorph guardian Anya to look after the children at their habitat—as long as she can be convinced to rein in her more extreme protective instincts. The away team has Anya shadow them at the compound, proving that exposure to germs and daily repairs are not a major health hazard for them or her charges. She agrees to abide by the Bajorans' rules while protecting the children. Despite the away team's reassurances, the idea of children exploring the Bajoran compound and playing with strangers sends Anya into a protective rage. The Bajorans quietly retract their request to work with her.

When Soong arrives, Section 31 confines him in their habitat. Jack finally reports to the habitat, where Section 31 confines him. The more the away team demands that Jack Crusher obey Section 31, the more his Starfleet instincts tell him something is wrong. Inspect the habitat's security measures to ensure that none of them will leave. The away team finds that the habitats' exit portals can be unlocked by overloading their power circuits. They modify the portals to remain closed even after an overload, keeping the inhabitants inside. The Nyrian habitats were designed to be self-contained, with little connection to the ship's main structure. Help Smiley connect the rebels' habitat to the vessel's external sensors so they can watch for KCA ships. The away team bypasses the Nyrian vessel's main computers and connects the external sensors directly to a console in the rebels' habitat. The readings will take some interpreting, but they'll let Smiley know if any KCA forces are nearby. When the away team tries to patch the Nyrian vessel's sensors into the rebels' habitat, they're met with sirens and an encrypted database.
