In spite of the outrage, Doctor Crusher asks your crew to investigate the technical possibilities. Your engineering, science, and medical teams work together to develop a "child" holoprogram that quickly adapts the characteristics of both parents and can even propagate those traits through subsequent generations. As the debate over hologram rights continues, the question of holographic simulations of real historic figures and their potential role in modern affairs also arises. Starfleet asks your crew to research the matter. After an incident of an Eisenhower hologram trying to run in a recent Earth election creates all sorts of chaos, your crew insists that sentient replications of historical figures agree to change their names and features before leaving the holodecks. An Earth election campaign run by a Eisenhower hologram goes awry, but your crew is split over how holograms based on historical figures should be handled.

Trying to bridge the gaps, Haley has been traveling around, explaining how holograms can be like family. Your crew locates and arrests the person responsible, the angry wife of an officer in love with a hologram. While there may not be much legal precedent for the case itself, your arrest has restored some of the holograms' lost confidence. DIALOGUE FAIL

Many in Starfleet have expressed their concerns: if androids and holograms are seen as members of the organization, what happens to them? Fearing they may be seen as obsolete, they begin to riot and protest and Starfleet asks you to keep the peace. Your security officers monitor the protests while you and your officers hear the concerns expressed. You are able to open a dialogue between the frightened workers, Starfleet Command, and some of the holograms. DIALOGUE FAIL

Your security crew takes to Quark’s holosuites to keep the peace there, while you and the rest of your crew tries to talk to the holograms. It’s obvious they need a voice in the talks and your crew offers to help them get that. DIALOGUE FAIL

Their "reassignment" involved scrubbing plasma conduits and now that the subject of hologram rights are on the table, they want to be paid their due. Help them be heard while keeping the peace. Your security team assists Starfleet Command’s on-site staff while you and your officers help the Mark 1s to make themselves heard without things getting too far out of hand. The head of Starfleet Medical agrees to a meeting with them. DIALOGUE FAIL

He asks your crew to look into how they can improve rights for sentient holograms. Your crews research past precedent, including the struggles of Voyager’s EMH and Data’s own trial, to see about changing Federation legal policy and improving the rights of holograms throughout the Federation. The Founders, experienced with such deceptions themselves, enlist your crew to devise a solution to out the impostors. Your engineering team develops a tricorder add-on that can disrupt mobile emitters and out any potential impostors. Your engineering team tries to develop a tricorder add-on that could detect holograms, but is unsuccessful in doing so.

Science Engineering Believing their intellect superior, the Founders feel that if the holograms’ intelligence is causing them to rebel, then it needs to be reprogrammed. They are mere photons after all. And they task your engineers with the job. Your crew feels uncomfortable with the idea. Your engineers create a subroutine that subdues a hologram for a brief period of time, but install a backdoor that allows the holomatrix to easily overwrite the subroutine, almost like a vaccine. Your crew feels uncomfortable with the idea and cannot come to a solution on its own. In the end, the task is passed to a crew with less empathy for the holograms.

In an attempt to extract addicted personnel, one of the Vorta suggests altering the holoprograms to reflect real world work routines. Either they'll get bored and leave or they'll be better at their jobs by the time they are inevitably kicked out. Your engineers develop unobtrusive alterations to the holoprograms to make it resemble normal routines for the individuals involved. As predicted, many of them grow bored and finally leave the holodecks. DIALOGUE FAIL

Security Engineering When a group of Jem'Hadar enter a holosuite to force an addicted engineer out, the holoprogram takes on a sinister form, killing or injuring the Jem'Hadar sent after him. Arrest the engineer. The holoprogram proves to be a regular house of horrors, with safeguards removed. Your security team pursues the engineer while engineering works to shut the program down, finally allowing you to take him into custody. Your crew pursues the engineer through his nightmare of a holoprogram, but your engineers are unable to shut it down before several of your crew members art injured and forced to retreat.

Engineering The Founders believe that one way to restore order is to enforce a policy where holograms become the responsibility of their creators, who are held accountable for their actions. They task you with figuring out who is in charge of whom. Your crew matches most holograms to their creators, but many of them are dead and their families refuse to bear the responsibility. Other holographers agree the idea is ludicrous but with your part done, your crew leaves the rest to the Founders. DIALOGUE FAIL

A Vorta evaluating the holoaddiction situation contacts your crew after witnessing a raucous argument between a family and a young man after the young man creates a hologram of his deceased wife and lives with the hologram as if nothing has changed. Your officers meet with the family and the young man and his holo-wife. The family claim creating a hologram with her likeness is illegal and while your crew is not set up to adjudicate the matter, they manage to calm the two sides until someone can. Your officers meet with the family and the husband, but tensions are still running high and it is nearly impossible to get any reasonable sort of discussion going. What's worse, the laws regarding the wife's likeness are murky at best.

During an attempt to run people out of the holodecks, Ikat’ika finds he can empathize with some of the people he meets there. He cannot oppose the Founders, so he contacts you in secret and asks you for advice on how to end an addiction. Ketracel-white addiction and holodeck addiction are different animals on the surface, and with the cure now in the Dominion’s hands, the best your crew can do is compare the research. Still, they do find some helpful correlations. DIALOGUE FAIL

Finding it inconceivable that holograms would rebel on their own, a Vorta insists your crew check their holomatrix and subroutines, but the holograms resist, causing the Vorta to send the Jem’Hadar to use force. Prevent the matter from escalating. Your engineers find nothing irregular from those holograms who voluntarily submit to the assessment and assure the Vorta that the Jem'Hadar's aide is not needed. The information is enough. The Jem'Hadar's interference causes the holograms who volunteered to be checked to reconsider. Tensions begin to rise and in the end, no useful data is gained.

Engineering When a Starfleet officer dies after refusing to leave the holodeck and neglected basic physical needs, certain higher-ups feel it’s time to hold the holograms accountable and they want your crew to help physically bring them to trial. Your crew engineers a special kind of mobile emitter for use on criminals to prevent the hologram from escaping or shutting themselves off. The emitter is a hit and Section 31 is ready to mass-produce more. Your crew attempts to engineer mobile emitters that function like handcuffs, but it is easier said than done and when hologram activists get wind of it, a rash of riots break out on the holodecks.

Doctor Bashir suggests the possibility of a medicine that can alleviate the addictive aspects of a holodeck addiction, though he could use the help of a Starfleet crew willing to run some less than regulation trials. Your medical team slips the medicine into the rations of some addicted personnel. The results are varied. It is clear that more than medicine will need to be involved in this solution, but it may be a good start for some. Your medical staff is caught slipping the medicine into the rations of certain addicted personnel and whisked off to Starfleet Command for a good ol' fashioned court martial.

Luther Sloan has run out of patience with this whole “pandering to the feelings of holograms” business. Get those holograms back to doing what they're programmed to do and if they won't, rewrite their subroutines! They’re just data, after all. Your crew enters a holosuite at Quark's to lay down the law, but when some holograms refuse, your engineers look at their subroutines and find that the holograms are learning and growing like humans. They refuse to alter these sentient lifeforms. Your crew enters a holosuite at Quark's to "lay down the law" and is quickly run out by holograms and their flesh-and-blood paramours.

A Galaxy-class Starship has been experiencing malfunctions and there are suspicions that it may be due to abuse of the holodecks. As your ship is nearby, Malcolm Reed requests that you look into the matter. Your engineers board the ship and realize that an irregularity has spread from the holodeck to the ship's entire computer system, one that continues even after the holodeck is shut down. Finally your engineers are able to devise a solution. Your engineers board the ship, but the problem is unlike anything they've ever seen. An irregularity is duplicating and spreading throughout the ship's systems and there is no solution in sight, so the only choice is to evacuate.

Command Security Mirror Georgiou feels that if the holograms are insistent on hanging around, they might as well be put to good use. She begins a recruiting campaign for her holo-army in earnest, but Luther Sloan wants you to shut her down. Your crew, working in secret, work to discourage the holograms from agreeing to Georgiou's invitation, ensuring they are aware that this is not an official Federation invitation. Most understand, but a few are so bloodthirsty, they won't be swayed. Your officers try to approach the recruited holograms in secret, but are confronted by an angry Georgiou for undermining her efforts.

Science Sarina Douglas asks your crew to help her reacclimate certain members of Starfleet personnel who have been struggling to reintegrate into their daily lives, as many of their commanding officers are less than patient. Your crew welcomes some of the struggling individuals aboard the ship, helping them learn to cope with some of the more difficult aspects of working for Starfleet. Many of them leave more confident and capable than before. DIALOGUE FAIL

Diplomacy Security Engineering It seems Section 31 has been doing some recruiting of their own, as a hologram who says he was working for them goes rogue and takes a holosuite full of Starfleet officers hostage. Your ship is one of a few in the area, so it’s up to you to help. The hologram has overwritten his holomatrix, preventing shutdown. Your security officers manage to rescue the hostages as your engineers work to find a method of shutdown. Ultimately, you are able to talk the hologram into surrendering. DIALOGUE FAIL

Medicine Diplomacy Command In an attempt to demonstrate the utility of holograms, Doctor Zimmerman’s assistant Haley wants to present her proposal for Section 31’s first holo-operative. However, no one is willing to give her the time of day, so she asks for your help. Your officers use their pull to get Haley a meeting with Admiral Forrest. Haley presents her many arguments, including the fact that holograms can be beamed across the galaxy to complete tasks. The Admiral remains stoic, but promises to consider it. Your officers try to convince Admiral Forrest to meet with Haley, but he is adamant that there is no trust nor room for holograms.
