The Bajorans want an embellished list of the most warlike species the Iotians have stolen from, to convince them that if they don't return everyone's money, they'll have more enemies than they can afford. The away team makes some additions to the list of the Iotians' victims. The Klingon High Council, several Nausicaan warlords, and the Breen Confederacy for good measure. The Iotians are suddenly much more eager to return their stolen cash. Most victims of the Iotian heist aren't very threatening--such as the Bynar, who were more interested in counting their money than spending it. This list won't be much help in the Bajorans' negotiations.

Medicine Vedek Yassim is being held hostage on Sigma Iotia II where she was attempting to preach peace and austere living to the Iotians. Rescue the idealistic vedek before she or the negotations are harmed by this. The away team flanks Yassim's captors and, defending themselves against a barrage of machine gun fire, gets her out of their clutches. The Iotians are so impressed by their mettle that they don't even pursue. The away team tries to storm the Iotian hostage-takers' hideout and gets a faceful of gunfire. While they receive emergency medical care, Vedek Yassim remains a hostage.

The Bajoran Ministry of Commerce wants to know exactly how much stolen money the Iotians have, so they can ensure all of it is returned. Establish a stable antiproton beam to penetrate the Iotians' vault. The away team delicately calibrates their antiproton beam to account for the Iotian vault's construction material. Within a few minutes, they have a precise count of just how much money the Iotians have stolen. The away team begins their scan of the Iotians' vault, but they lose control of the unstable antiproton beam within a few seconds. Mercifully, the damage is confined to their ship, leaving the Iotians unaware of their failed scan.

As the Bajorans' negotiations progress, Starfleet's universal translators have been struggling to keep up with colorful Iotian slang. Establish a database to correctly interpret their hard-boiled turns of phrase. The negotiations begin running more smoothly now that the away team's improvements allow the Bajorans to tell the difference between a roscoe and a ringer. No matter how many Iotian conversations the away team listens to, sayings like "Get a slant of this stiff. Someone must've blipped him off while he was under glass," remain pure gibberish to them.

Security Engineering Even as the Bajorans negotiate for their stolen money, they fear the Iotians are planning a similar heist on another bank. Help Mirror Bareil Antos infiltrate the band of thieves and stop their operation. The away teams helps disguise Mirror Bareil as an Iotian and trains him with an accent to match. Between their close observation and the substantial reward they've offered him, Bareil stays true to the cause and stops the upcoming heist. The away team doesn't keep a close enough eye on Mirror Bareil, and when the Iotian thieves offer him a huge cut of their upcoming heist, he slips back into his old ways and begins helping them in earnest.

The Bajorans suspect that DaiMon Solok may have helped the Iotians, not known for their spacefaring skills, smuggle their stolen money away from the bank. Interview the wily Ferengi and find out what he knows. Through a series of carefully posed hypothetical questions, the away team gets Solok to admit he loaned a fast ship to the Iotians. This evidence of the Iotians' theft will strengthen the Bajorans' case against them. DaiMon Solok sees right through the away team's attempts to get him to talk about the Iotian heist. He replies with a sneer and a haughty declaration of innocence.

Shakaar spots the away team's security detail trying to follow him. While the indignant former soldier gets into a shouting match with them, an Iotian drive-by shooting leaves all of them direly wounded.

Command Security Science Before the Bajorans finish negotiating with the Iotians, they want to have a new bank linked up where they can deposit their reclaimed money–somewhere much more secure than the Bank of Bolias. After scouring the quadrant's most secure banks, the away team talks a bank on Ferenginar into dropping their deposit fees and offering the Bajorans an excellent interest rate. Bajor's ministers unanimously agree to the deal. The away team suggests that the Bajorans deposit their money in a Ferengi bank, but the exorbitant deposit fees are too much for any minister to stomach.

The Iotians insist that they have all the money and weapons they could want–so what could the Bajorans possibly have to offer them? Send a disguised team to find out what Iotians dream of besides money. The away team insists that Iotians invest too much in guns and gambling to improve their knowledge of medicine. The Bajorans offer to share medical advances with several older, ill mob bosses. The away team's time on Sigma Iotia II only seems to confirm what they already know--the Iotians' chief interests are gambling and violence, and they have more of both than the Bajorans could ever offer.

The Bajorans are even more unfamiliar with 20th century gangster ways than most 24th century humans are. Hold a lecture on that period of Earth's history so the Bajorans can behave appropriately during negotiations. The away team's overview of 20th century gangsters on Earth gets the Bajorans ready to stand up to even the toughest mob bosses. The bosses, for their part, appreciate neighbors who don't easily back down. The away team's in-depth lecture on the violence and greed of 20th century gangsters makes the Bajoran attendees, many of whom struggle with memories of the Cardassian occupation, too uncomfortable to continue.

Romulan commander Tomalak is urging his people to raid the Iotians' monetary stockpiles in addition to reclaiming what the Iotians stole from them. Prevent this talk of revenge from getting out of hand. The away team appeals to Tomalak's military background, explaining that strikes on Iotian banks and casinos could cost more Romulan lives. He agrees to settle for reclaiming only the money that was stolen from them. The away team's attempts to talk Tomalak down only lead to him accusing them of sympathizing with thieves. Tomalak is still determined to take the Iotians' own money, and many other commanders support him.

Command The Bank of Bolias wasn't the Iotians' first robbery–they also robbed the arms dealer Hagath, leaving him stranded in a nebula. Hagath has offered a discount to the Romulans if they can get his ship moving again. The away team drains their ship's own antimatter reserves to get Hagath's engines back online. He gratefully offers a fearsome array of weapons to help the Romulans reclaim their stolen money from the Iotians. The away team's navigational systems are distorted by the nebula surrounding Hagath's ship. Unable to manually navigate to him, they are forced to leave him and his cargo hold full of weapons in the nebula.

The Iotians have hired Nausicaan mercenaries to prove aerial defense for their planet, and even the Romulans would rather avoid fighting them. See if you and these allies-for-hire can come to another arrangement. The away team challenges the Nausicaan mercenaries to a wrestling match. Their painful but overwhelming victory convinces the Nausicaans that they're on the losing side of this conflict, and they'd rather work for the winners. The away team explains that the Romulans are only trying to take back what is theirs, but the Nausicaans are more interested in the payments they're receiving from the Iotians than in having the higher moral ground.

The Iotians have established a rotating frequency force field around the compound where they're holding the stolen money. If the Romulans are going to get inside, they'll need a way to shut that field down. Based on the Iotian force field's shape and frequency rotation patterns, the away team is able to locate the emitters that are generating it. If the Romulans target those, the field will come down in a matter of minutes. All the away team's efforts to drain or lower the Iotian force field are in vain. Wherever the Iotians purchased such technology from must be quite advanced. It's more than enough to keep their stolen money safe.

The Romulans have acquired a shipment of theragen, a potent but non-fatal nerve gas. They need help adapting it to target only Iotian respiratory systems, despite their similarity to those of most humanoids. The away team hits upon a few key gene sequences that are unique to Iotians. They modify the Romulans' theragen canisters to only target individuals with those sequences. The away team's research of Iotian physiology uncovers no differences that can be targeted by adapted theragen. The Romulans begin discussing other, more violent ways to subdue Iotian defense forces.

These paintings not only keep her sane, they also depict strategic details she has overheard about the Iotians' manpower and weaponry. The away team intervenes too late to stop Jones from being drawn into a spiral of dark Iotian emotions. The stolen money won't be going anywhere until the Romulans take it themselves. Cirl sees right through the ambush the away team sets for him and slips away while they are still lying in wait. Cirl is in the wind, and his own designs could complicate the Romulans' plans for taking back their stolen money.

Command Security Science Most modern battles involve phasers or plasma weapons, but the Iotians still use real, ancient bullets. The Romulans want body armor that will defend their soldiers against such tangible projectiles. The away team uses an alloy of gallicite and duridium to make layered armor that will protect Romulan soldiers from the Iotians' projectile weapons, while also absorbing small amounts of phaser fire or radiation. The away team's best armor design will deflect most bullets, but leaves the wearer vulnerable to non-projectile weapons. The Romulan military won't approve the production of such a risky design.

Security Engineering Maquis intel reports that the stolen money is being held inside an underground vault, out of reach to any transporters. Come up with a method to remove it that won't involve literally carrying the cash out the door. The away team modifies a trio of pattern enhancers to help them carry a signal out from the underground vault. As long as the Maquis can get inside the vault, the enhancers will let them beam out with the money. The away team fiddles with the most advanced pattern enhancers they can find, but they still can't get a signal to penetrate both the walls of an underground steel vault and the layers of earth above it.

He makes repeated detours to a warehouse on the eastern side of town, likely where the money is being held.
