Chatting with a few new Syndicate members at Quark's, Ziyal learns many of them like the new Syndicate's less draconian loyalty requirements. She suggests to your away team that the existing Syndicate might be able to use this to their advantage. The old Syndicate is unimpressed with your team's suggestions, insisting the lack of loyalty in the new Syndicate will only lead to their downfall. Yet you begin to hear inklings of the Orion Syndicate recruiting with a more open approach. The Orion Syndicate balks at your suggestion, insisting disloyalty will be the new Syndicate's downfall. They then run you off.

Command A Cardassian trader is on the warpath after several members of his crew fall ill. He is insistent it was the new ale his crew consumed at a new Syndicate pop-up bar that has since disappeared. He demands you find answers. Going on the little information the trader had, you find a few new Syndicate members brewing their next batch of ale...with whatever they could find or steal! You apprehend them and test the concoction to craft a treatment for the sickened traders. You are unable to find the proprietors of the pop-up before other individuals are reported ill.

Damar drops you a little hint - he has seen several suspected new Syndicate ships coming and going from Freecloud. He suggests you might want to investigate there. Your away team manages to attach a tracker to a new Syndicate ship. They manage to follow it to Freecloud and, though not a simple task, locate the area in which it landed. Your away team's attempts to monitor activity around Freecloud are quickly foiled by the Freecloud Defense Network.

Your away team tracks down the brawling Cardassian and finds in his possession a knife tipped with an unfamiliar substance he swears he got from the new Syndicate- You study the substance and synthesize a treatment for the other Cardassian. Tensions are rising on a planetoid near the Bajoran wormhole where Cardassians would stop off in the past that now appears to play host to a new Syndicate outpost. Garak suggests you look into it before it becomes an actual problem. Investigating the outpost from afar, your away team happens on a group of Cardassians planning an attack. You thwart the attack and manage to broker a deal between them and the new Syndicate...for now, at least. Your away team is ambushed by a group of Cardassians while skulking around the outpost.

The idea of giving the Orion Syndicate a helping hand in certain matters of trade arises. Naturally, Garak cautions that this may help disband the new Syndicate, but may also give a leg up to the Orion Syndicate, so use caution. Your away team discusses and decides to connect the Orion Syndicate with a few suppliers whose goods are difficult to find - or steal- You appoint a few trade commissioners to keep an eye on the situation. On hearing that you might help the Orion Syndicate get a leg up on trade, several Ferengi business owners complain and threaten to take their business elsewhere.

Intervene before any innocent civilians are hurt. Your away team recruits a few other crews to be on-site. When the Orion ships appear, they have enough manpower to turn the ships away - and intercept an attack from a cloaked new Syndicate vessel, breaking up the fight before it begins. Your away team attempts to handle the conflict themselves, but your shuttle is attacked from both sides and forced into a crash landing.

Leeta suspects the new Syndicate may be stealing customers and enlists your away team to put a stop to it. Winning the customers back on good will alone isn't working. You convince the Ferengi business owners to give a discount, however slight, while also starting a rumor about the quality of the new Syndicate's goods. Your away team confronts former customers of a Ferengi business owner - in front of the new Syndicate merchant they've been patronizing, who doesn't take kindly to you "stealing business".

The arduous task of convincing them, however, falls to you. Your away team manages to convince the Syndicate to provisionally alter their profit-sharing margins, even if they insist to you that they do mean provisional.
