Slaves rescued by the Federation are being found with significant combat injuries. It's clear most of them have never seen medical care after their time in the arenas. Establish emergency hospitals and triage the wounded. Your medical crew rapidly deploys temporary hospitals across the planet at several of the prison sites. Several slaves at the brink of death will survive due to your fast action. Your crew fails to coordinate and doesn't bring the medical supplies required to meet the demand. Although many wounded slaves are healed, several are lost from their injuries.

Several natives of 892-IV are starting fights in the streets with Federation members in protest of the gladiator arena's shut down. Lend support to resist these attacks without injuring anyone. Your crew establishes security protocols that ensure the safety of every Federation member while minimizing injuries to potential attackers. Diplomats reach out to local leaders with hopes to reach a truce and cease the fighting. The angered locals of 892-IV begin using guerilla tactics against Federation members, undermining their standard security procedures. Your crew decides to withdraw temporarily and rethink their approach.

Some of Navaar's guards admit that combatant slaves have been kept in secret locations around the planet to avoid discovery. Kirk requests that your crew scan the planet to reveal the hidden prisons. Despite some scrambling technology meant to disrupt sensor sweeps, your crew uncovers numerous slave quarters. After arresting the guards, they release the prisoners and arrange to send them home. Hours of scanning produce few results. The prisons your crew can find have recently been emptied, suggesting the inhabitants are being moved around to avoid detection.

Despite the resources from the Orion Syndicate, Navaar could never have set up the gladiatorial broadcast without significant assistance. Scour her records for clues about who funds the operation. Your crew easily cracks through the layers of encryption to reveal Navaar's payment ledgers. They find references to several Ferengi Traditionalists, as well as other infamous galactic capitalists. Shutting down the flow of money will be easy. Stymied by Navaar's encryption, your crew can't manage to find any records that point to the financiers of the gladiator broadcasts. Hopefully shutting down the operation gives them the warning they need not to start another.

Command When Kirk first arrived on 892-IV, a group known as the "Children of the Son" helped him escape enslavement. He suggests you track down any surviving members that may be in hiding. Your crew tracks down the grandson of Flavius Maximus, who says he'd heard stories about Kirk growing up. Although the Children have largely disbanded, he believes that several descendants are willing to help the Federation's cause. Your crew uses Kirk's reports from his original encounter to track down the Children, but discover they've all since passed away. No remnants of the group remain, to Kirk's disappointment.

Normally, the Federation wouldn't interfere in a local culture's traditions, but enslaving citizens from other planets has changed the rules. Hijack the arena broadcasts to send messages decrying slavery as a moral evil. Your crew finds the station where they can tap into the transmission and change the message. They replace the fights with recordings of anti-slavery activists from across the galaxy. Your crew attempts to switch the signal over to their own broadcast, but Navaar's system is one step ahead. It recognizes the tampering and locks down, blocking any potential future access. The only option now is turning it off.

Analysis of the technology Navaar used to lock the combatant prisons reveals they operate based on a specific energy signature that only she knows. If you can determine the signature, freeing the prisoners will become much easier. Rigorous testing by your engineering crew determines the precise energy signature for the locks. They blanket the planet with a broadcast of the signal, releasing masses of slaves all at once. The exact energy signature needed proves too elusive for your crew, due it shifting at seemingly random times. Kirk proposes that it may be tied to Navaar's specific biology, so that you'd need her to find the key.

Locate the source of the broadcast before anyone gets hurt. Your crew tracks the signal to the home of a die-hard gladiatorial arena fan. He admits to sending the messages hoping to see the fights renewed. Your crew convinces him that the broadcasts put people in real danger, and he agrees to stop. Your crew tracks the signal as it bounces between several repeaters, but never manage to find the origin. Federation members must have their guard up against attacks when on the planet's surface.

To ensure compliance, Navaar often erased the memories of the more rebellious Klingons. Now they wish to remember who they were. Restore the minds of the former captives. Your medical crew finds that the technology Navaar used merely blocks the Klingons' memories, not erases them. Removing the blocks returns them to their former glory. Your crew's first surgery to make a former captive whole goes awry, nearly killing the patient. The Klingons determine that reversing the process is too dangerous and set out to make new memories.

Security Diplomacy Many of the Klingons captured by Navaar's slavers have been considered long dead by their families. It may be some time until the prisoners can return home, so they ask to get a message out that they still live. Sensitive to the specifics of Klingon honor, your crew sends messages back the Klingon families that emphasize the slaves' victories in combat and struggles to stay alive. They're received well, with vows of vengeance send in reply. Your crew mixes up several Klingons and tells the family of a fallen slave that they're still alive. The confusion creates enormous anger at your handling of the messages, convincing your crew to stop for now.

Navaar's guards wouldn't always allow gravely wounded Klingons to die in combat, but instead kept them alive for future broadcasts. Many will never be warriors again and request to be given an honorable death. Although your crew finds the practice distasteful and won't participate themselves, they recognize this as a part of Klingon culture. They give the former Klingon slaves the tools needed to honorably end their suffering. Your crew fails to understand the gravity of the request and try to convince the Klingons they can medically repair their injuries. Insulted by the suggestion, they demand to be left alone to find another way.

It's more honorable for a Klingon to die in battle than allow themselves to be captured, but for the slaves on 892-IV the decision was not so clear. They request your assistance in absolving their houses of dishonor in the event of their rescue. Your crew crafts a story of glory and struggle of survival through the harsh conditions of the gladiatorial arena. Framing the slavery in a more honorable way allows the survivors to come home as heroes. Your crew lets slips [sic] that the rescued Klingons had been held captive as slaves, undermining any chance at honor. Those who survived will never trust the word of Starfleet again.

Many Klingon slaves went unhonored when they died, which means their spirit has been unable to travel to Sto-vo-kor. Assist the survivors in performing the necessary rites. Your crew joins the surviving Klingons in performing the rites for all those lost to the dishonorable enslavement. They're informed that they've been successful and that the spirits are now fighting the eternal battle. Your crew fails to follow the specific instructions set out by the surviving Klingons, which interrupts the rites. Enraged by the dishonor, your crew is ejected and vengeance is sworn if they return.

Although disturbed by the enslavement of Jem'Hadar, the Dominion appreciates good imprisonment technology when they see it. A Weyoun Clone requests that you recover some for them. As your crew releases the enslaved prisoners, they gather some of Navaar's technology for the Dominion. Upon discovery, Weyoun expresses gratitude saying that he hopes to never use it on Starfleet members. Your crew attempts to hide some of Navaar's technology to smuggle it off-planet, but are caught by Klingon former slaves. Concerned they'll be imprisoned again, they destroy the samples.

The enslaved Founders nod in gratitude as they return to their gelatinous state. Attempts to remove the manacles result in a quantum shock to the Founder, nearly killing him. Your crew informs the Founders about the discrepancy, and they promise to handle the Breen themselves. None of your crew's research finds anything notable, and so they can't disprove the story. The revelation dismays Weyoun and the Founders, who promise to exact revenge. During your crew's investigation, they uncover evidence that a renegade Vorta was supplying the ketracel-white to Navaar.
