It will be hard, with Ferengi protection, but Section 31 believes the best way to stop Larkin is to sabotage his research, right in his lab. They will need help to do it. With your away team's help, Section 31 operatives gain access to Larkin's lab and sabotage his research on the Horta, setting him back months. Your away team is unable to overcome layers of Ferengi protection, and Section 31 operatives continue to seek a way to gain access to Larkin's lab.

The Ferengi might rescind their support of Larkin if it came to light that he was working against their interests. Help Section 31 invent some proof of this. Together with Section 31, your away team presents falsified "proof" that Larkin is working against the Ferengi. Ferengi officals are troubled and immediately halt funding to Larkin while they investigate. The Ferengi dismiss your away team's "proof" that Larkin is working against them. Starfleet is just jealous and wants their best scientist back!

Your away team is unable to gain access to Larkin's Starfleet Academy records for Section 31 editing.

If Section 31 cannot undo Larkin's actions, they can at least cast doubt as to whether they even happened. Work to establish a potential alibi for Larkin during his time on the U.S.S. Cabot. Thanks to your away team, the public is no longer certain whether Larkin was aboard the U.S.S. Cabot during the tribble incident. Your away team's invented alibi falls flat, and the only thing the public is now convinced of is that Starfleet is attempting to cover up Edward Larkin's actions aboard the U.S.S. Cabot.

The Ferengi prize commerce, and if Larkin were affecting their bottom line, that would significantly alter their perception of him. Spike Ferengi markets and pin it on Larkin. Together with Section 31, your away team causes a disruption to Ferengi markets and makes it known that it is due to Larkin's research on the Horta. The Ferengi are appalled and questioning their partnership. Ferengi markets are well insulated against disruption. Even with Section 31's resources, your away team in unable to artificially affect Ferengi commerce.

Section 31 Can't change the memories of Larkin's Superior Officers, but those at or below his rank can have their memories modified without anyone noticing WIth your away team's assistance, Section 31 has modified the memories of Larkin's fellow or inferiorofficers to the point that they no longer accurately remember Larkin's time as a Starfleet officer. Your away team balks at helping Section 31 perform a medical procedure on Starfleet officers' brains without their knowledge.

The Kazon serve as the Ferengi's mercenaries, but might rethink their contracts should someone imply that Larkin may consider them for experimentation after he finishes with the Horta. Your away team and Section 31 successfully rile up the Kazon, who are now convicted Larkin intends to experiment on them next. The Ferengi rush to assure them that they wlll be finished with Larkin... soon. The Kazon laugh off your away team and Section 31's attempts to influence them against Larkin, and threaten bodily harm if they approach them again.

If the Klingons cannot get to Larkin, they can certainly disrupt Ferengi supply chains--and profits. Help the Klingons identify pain points in Ferengi commerce. With your away team's help, the Klingons cause significant disruptions to the Ferengi supply chain, and make certain the Ferengi know it is in response to their support of Larkin. The Klingons reject such an underhanded approach to opposing Larkin. They would prefer a simple frontal assault on his lab.

The Klingons cannot access Larkin while at work unless they want to anger the Ferengi. But catching him on his way home to threaten him is entirely possible. With a tip from your away team, the Klingons corner Larkin outside his Ferengi provided lodgings and warn him of what will happen should he continue his research. Your away team's information is bad; the Klingons lie in wait for hours, but Larkin never shows up.

If Larkin's research cannot be stopped, the Klingons can at least ensure that he has no access to Horta test subjects. Find and protect the Horta. The Kazon mercenaries working for the Ferengi decline to challenge the Klingons to obtain Horta test subjects for Larkin--at least, not without significant hazard pay. The Ferengi pay the Kazon mercenaries a substantial amount of hazard pay to challenge the Klingons protecting the Horta--and they get away with several Horta for Larkin to experiment on.

The Ferengi have their own standing army, but have supplemented it significantly with Kazon mercenaries. If the Klingons struck at the Kazon, the Ferengi might not feel as up to defending Larkin and his work. The Klingons have engaged the Kazon on several occasions and thinned their numbers. The Ferengi try to buy time by announcing they are rethinking their partnership with Larkin. The Kazon prove tougher than the Klingons anticipated, and efforts to thin their numbers are going slowly.

Klingons are not only known for their might in battle, but their own scientific achievements. Pique Larkin by challenging him to a scientific competition with the best and brightest Klingon minds. Larkin is shocked when the Klingon scientists triumph. He sputters that the competition isn't fair, but it is clear that he is shaken by their disapproval of his work. Larkin manages to defeat the Klingon scientists. He dismisses the Klingons' disapproval of his research.

The Borg have assimilated a single tribble, as a trial run. Larkin is perversely proud. The Borg reject the tribble as not worth assimilating. This has not endeared them to Larkin.

If Larkin had a Borg implant. he would be constantly reminded of the possibilities offered by the Borg during his work, and might eventually abandon it altogether. Coordinate the implantation of a Borg servo for Larkin. Larkin is delighted with his Borg implant, marveling at how it helps him with his research. Hopefully he will grow more and more interested in the Borg, and less with the Horta. Larkin insists he is a paragon of science just as he is, and doesn't need any Borg implants to research effectively.

Picard is willing to put up with Larkin if it means keeping the Horta safe, and to that end he has volunteered to speak with Larkin about his experience among the Borg. Facilitate this meeting. Picard displays infinite reserves of patience during his interview with Larkin. His diplomacy skills ensure that Larkin is charmed, not put off, by the encounter. Picard can endure no more. He cuts the interview with Larkin off, denouncing Larkin and vowing to do everything he can to see him locked up.

Larkin isn't interested in a list of Borg rejects, and vows to continue his work with the Horta.

The most dangerous aspect of the Borg is their ability to adapt rapidly to the enemies' defenses--and they are usually undone by the enemy doing the same. Larkin insists he has no time to help the Borg improve their adaptability. He's far too busy with his research on the Horta.
