Your away team oversees the Klingons' training program, redirecting or stepping in when things start to look dangerous. While one of the Klingons resents the intrusion, a successful bat'leth sparring match with him earns his respect.

Academy enrollment has started to drop and one of the reasons cited is that younger recruits don't believe they would be a good fit for the strict rules of Starfleet. Admiral Janeway asks you for some suggestions.
Your away team interviews individuals who opted not to go for the Academy after showing initial interest. For some, you're able to assuaged their concerns; for others, you take their feedback to Janeway.
Your away team proposes several surface—level perks for new recruits, including bonus time in the holodeck and a 10% discount at any Quark's in the quadrant. Enrollment numbers not only don't increase, they decline further.
