Bolian tonic water is known to calm the nerves, and Starfleet wants to serve it at negotiations between the Elasians and the Troyians, if they can confirm that the tonic has the same soothing effect on those species. The away team's study reveals that Bolian tonic water would soothe the Elasians but be near-fatal to the Troyians. They advise Starfleet to serve a different drink at the negotiations. Unable to learn much about Elasian or Troyian physiology, the away team concludes that Bolian tonic water should be safe for them to drink. They're proven wrong when the Troyian ambassador becomes violently ill.

The Elasians have hired an Aenar as part of their negotiating team to give themselves an advantage. Show the Aenar what will happen if this conflict escalates, and perhaps she may agree to work as a neutral party. The away team introduces the Aenar to Troyians and Elasian who lost family in their people's conflict. They spin her a tragic tale of what will happen to others like them if the conflict escalates, and she volunteers to act as a neutral third party. The away team constructs a simulation of the Troyians' and Elasians' continuing feud, but the numbers and figures it gives them do not stir the Aenar negotiator's heart. She stays loyal to her Elasian clients.

The USS Relativity is en route to Elas, and Captain Braxton claims he's been authorized to rescue the Elasians' prisoners. Divert Captain Braxton before he ruins what little trust the Elasians have in Starfleet. Starfleet Command confirms that they gave Braxton no orders to interfere with the Elasian situation. Though he claims the Starfleet of his time did, the away team persuades him that this timeline is outside his jurisdiction. When the away team orders Captain Braxton to stand down, he accuses them of obstructing a Starfleet mission and opens fire on their ship. He soon leaves them behind and continues his course towards Elas.

Several Elasian guards claim that the Eagle's crew hurt them during an escape attempt, and they intend to punish the crew for it. Get close to the wounded Elasians to determine whether their story is true. The away team gets a close look at the injured guards during negotiations. Their wounds were inflicted by Elasian weapons, not unarmed prisoners, and their superiors promise to discipline them for this deceit. In the tension and chaos of the negotiations, the away team never gets a close look at the wounded guards. The Elasians remain determined to punish the Eagle's crew for their supposed escape attempt.

Science Medicine Elasian tears can intoxicate anyone who comes into contact with them, giving the Elasians an edge at the negotiating table. Starfleet needs a reliable way to innoculate its officers against the tears' effects. The away team combines several neuro-stimulants to develop an inoculation against the mind-altering effects of Elaysian tears. Starfleet doctors administer the compound to all officers negotiating with the Elasians. The away team cannot come up with an innoculation [sic] against Elasian tears before the negotiations begin. Starfleet will just have to keep its officers from getting too close to any of the Elasians.

Saltah'na energy spheres allow people to experience the history and lives of others. Perhaps their archives can be rewritten to give the Troyians a new perspective on Elasian culture, and vice versa. The away team finds a few Troyians and Elasians who seem tired of the war between their peoples. After experiencing the away team's reprogrammed energy spheres, they have even more sympathy for the opposing side in their conflict. The away team has little trouble rewriting the Saltah'na energy spheres' archives, but they cannot convince a single Troyian or Elasian to experience even an hour from their hated enemies' perspective.

Security Science A Troyian ship equipped with new technology from the USS Eagle was seen heading towards Elas. If it reaches its target, the Elasians will retaliate against the Troyians and the captive officers from the Eagle. After scanning the Troyian ship, the away team recognizes the ablative hull plating they were given by the Eagle's crew. They target the ablative generators before disabling the Troyians' engines, and no on on the ship is harmed. The away team begs the Troyians to call a truce until the Eagle's crew is free, but they scoff that the officers' fate is not their problem. Unwilling to harm the Troyians, the away team can only watch them go.

Diplomacy Several Starfleet officers have gotten into a fight with the Elasian Kryton during negotiations. Get to the bottom of their disagreement before the Elasians call off the negotiations altogether. The away team separates Kryton and the officers long enough to learn that the officers unintentionally snubbed Kryton during the negotiations. They force both officers to make an apology, which the Elasian begrudgingly accepts. While trying to break up the fight between Kryton and two Starfleet officers, the away team is dragged into the brawl. The fight only ends when Elasian security arrives. This cannot bode well for the negotiations.

Lieutenant Lindstrom has submitted a sociological report claiming that giving the Elasians the weapons they want will stabilize their relationship with the Troyians. Starfleet wants to know if his conclusion is valid. Lindstrom's early data is valid, but when the away team extends his models into the future, they suggest that arming the Elasians will eventually harm the Troyians. Starfleet continues to refuse the Elasians' demands. Though Lieutenant Lindstrom's conclusion is unsettling, the away team can find no obvious flaws in his data. Lindstrom and several other officers petition Starfleet to agree to the Elasians' demands for advanced weaponry.

Captain Tim Watters wanted to rescue the Eagle's crew, and Starfleet Command is worried that he may disobey their orders to stay away from the Elasians. Keep an eye on young Captain Watters. The away team monitors Captain Watters via long-range scans, staying just beyond the Valiant's more limited sensor range. They catch Watters making a detour towards Elas and stop him before he does anything rash. The away team trails Captain Watters for a few hours until the Valiant's sensors detect them. Watters loses the away team in a cluster of asteroids, and they can only assume he is making his way towards Elas and the Eagle's crew.

Command Instead of giving the Elasians the weapons they've asked for, Starfleet wants to offer them less harmful technology. Have an away team work reduce harmful radiation from their ships' nuclear propulsion units. The away team not only halves the gamma radiation from each Elasian nuclear propulsion unit, they also provide a way to maximize energy efficiency. The Elasians agree to consider exchanging the Eagle's crew for this technology. The away team is able to reduce harmful radiation from the Elasians' ships, but it's not enough to impress them. The Elasians are still demanding weapons in exchange for freeing the Eagle's crew.

Science Medicine The Federation could use Quark's negotiating experience in their talks with the Elasians, but he has no interest in their affairs. Find some way to get the Ferengi businessman invested. The away team learns that Quark's Aldebaran whiskey supplier buys some ingredients from Troyius. When Quark realizes what would happen to his whiskey if the Elasians get the technology they want, he joins the negotiators. The away team offers Quark a decent amount of latinum for his services as a negotiator, but he insists that the bodily harm he would risk by standing between Elasians and Troyians is worth more than they can afford.

Security Diplomacy Starfleet will host negotiations between the Troyians and the Elasians on the USS Cairo, but outside of those discussions, the two hostile negotiating teams must be kept as far apart as possible. The away team introduces the Elasians to combat training simulations on the holodeck, and gives the Troyians a fine meal in one of the Cairo's lounges. They keep both parties occupied and separated between negotiations. Half of the away team gives the Troyians a tour of the Cairo while the other half guides the Elasians. When their separate tours end up waiting for the same turbolift, the Elasians immediately attack the Troyians.

The Elasians are interrogating the USS Eagle's crew for information about Starfleet technology. Starfleet fears they may break under the strain, unless there is some way to help them resist the interrogation. The away team adapts the analgesic morphenolog into a powder and pays an Elasian guard to add it to the prisoners' food. It should make the Elasians' harsh interrogation less painful. The away team comes up with several compounds that could dull the pain of the Elasians' interrogations, but all must be delivered by hypospray, and they cannot get that close to the imprisoned crew.

Security Starfleet has detected power signatures from warp field generators the Troyians received from the USS Eagle. If you can recover them without being detected, it may undo some of the damage the Eagle has done. The away team finds the Troyians trying to incorporate warp field generators into their sublight spacecraft. They sabotage the Troyian laboratory's environmental controls and beam out with the warp field generators after the scientists evacuate. While tracking the power signatures from the warp field generators, the away team is detected by a Troyian vessel. They have to abandon the trail before their own ship can be identified or shot down.

The Argrathi can implant memories of imprisonment in the minds of the Eagle's crew, allowing the Elasians to release them sooner... but at a high emotional cost. Stop the Argrathi and the Elasians from making a deal. The away team tells the Elasians that the Argrathi's memory implants only depict their own prison system, one much less harsh than the Elasians'. Unwilling to let their prisoners server an easier sentence, they refuse the Argrathi's deal. The away team's description of the psychological and physical effects that implanted prison memories will have on the Eagle's crew only makes the Elasians more interested in the Argrathi Authority's offer.

Standard Starfleet negotiations rely on courtesy and compromise, techniques which won't impress Elasian warriors. Instruct Starfleet's negotiators in Elasian ways so they can hold their own at the table. Despite the Starfleet negotiators' instincts toward compromise, the away team teaches them to be firm with the Elasians. They leave their training ready to stand up to even the fiercest Elasian warrior. The away team briefs the negotiators on Elasian culture, but their instructions fly in the face of the negotiators' years of experience. They insist on placating the Elasians, something the Elasians will see as weakness.

In an effort to get the Troyian and Elasian negotiators to cooperate, Starfleet wants them to settle their personal grudges in a game of Parrises squares. A referee will need to keep both teams in one piece. The away team referees the Parrises squares match harshly but fairly. The Elasians and the Troyians seem to enjoy themselves, and even congratulate one another on well-scored points when the match is done. Instead of helping the Troyians and Elasians vent their feelings toward one another, the Parrises squares match only leads to more fighting, with each side claiming that the other cheated to score points.

Science Several Starfleet officers have gotten hold of an Ansaran inverter and intend to try to rescue the USS Eagle's crew. Disable this dangerous device before their plan injures either them or the prisoners. While the desperate officers plan their rescue, the away team reconfigures the Ansaran inverter's power matrix. It overloads a few minutes later, preventing the officers from going on a deadly rescue mission. The Ansaran inverter's dimensional shift technology is difficult for the away team to understand. While they search for a way to dismantle it safely, the officers planning the rescue mission find them and toss them in the brig.

Command Elaan's marriage to the ruler of Troyius has tempered her old revulsion towards their ways. If you can make the Elasians hear their former Dohlman out, she may be able to help the crew of the Eagle. The away team disguises Elaan as a member of Starfleet's negotiating team to get her face-to-face with the Elasians. Commanding as ever, she demands that they lessen their terms for releasing the Eagle's crew. The Elasians proclaim that living on Troyius has made Elaan as soft as her husband. They refuse to see her under any circumstances, convinced that their former Dohlman could have nothing of value to say.
