Doctor McCoy believes that a standard psychotropic medication will suppress Garth's mimicking abilities, therefore making it more difficult to escape Elba II again. Doctor McCoy can find no medical fix for Garth's mimicking abilities, so people around Garth will just have to be extra vigilant.

The administration implements them. Doctor Donald Cory, warden of Elba II, does not take kindly to Starfleet's intervention in his business and refuses to let your crew perform the necessary audits.

Prepare a stasis pod for Garth of Izar's return voyage back to Elba II. This will satisfy Section 31 that another escape is unlikely. Your engineers produce a state-of-the-art stasis pod for Garth's journey back to Elba II. Your engineers lack the appropriate parts for a stasis pod for Garth, so a bed in sick bay will have to do.

Interview, select and train elite new guards to help you apprehend Garth of Izar and accompany him back to Elba II. This will help assuage Section 31's concerns about another escape attempt. Two burly gentlemen join your crew on the way back to Meridian to take Garth of Izar into custody. They are highly trained, sharp, and have been extensively briefed on this prisoner's tactics. This will definitely lower the odds of a future escape. The only guards who can be spared for this mission are fresh young trainees who are not nearly ready for a criminal the likes of Garth.

Arrange secure transport for Garth of Izar back to Elba II, at the suggestion of Harris from Section 31. The USS Exeter is in range, and Captain Donald Tracy agrees to assist with transporting the prisoner, as his ship has a more secure brig. The Exeter will rendezvous with the Enterprise in Meridian's orbit for the transfer. The Federation requisition process is so lengthy and full of red tape that the request will not be fulfilled for several months.

Obtain medical records for Garth of Izar so that you can understand whether there need to be any accommodations made as you accompany him back to Elba II with Agent Harris of Section 31. The medical officer at Elba II is glad your team thought to ask about this, as Garth's records indicate that he has bouts of claustrophobia. He will need to be sedated prior to being placed in his stasis pod, and not awoken until after he is removed. The medical officer at Elba II will not provide these records because of privacy, but assures your team that there are no extra medical considerations involved with transporting Garth back to the asylum.

Draft plans with Doctor Donald Cory to keep Garth of Izar secure at the Elba II facility, at the request of Section 31. Doctor Cory is really pleased to have assistance with his security plans, as Garth's escape was an embarrassment. He, you, and Section 31 are all equally invested in making sure that it doesn't happen again. Doctor Cory's schedule is completely booked for the next several months, so your crew can't even get an appointment.

Build a new surveillance network in the high security area of Elba II so that Garth of Izar will not escape from there again, and Section 31 will be satisfied that he is contained. Doctor Donald Cory, chief administrator of Elba II, is grateful and very impressed with the new upgrades, which he hails as state of the art, and which are sure to keep Garth of Izar from escaping the facility again. Right as your crew is demonstrating the new surveillance network to Doctor Cory, Elba II's chief administrator, it shorts out and can't be brought back online.

Help the Ferengi re-fit a D'Kora class transport ship with secure holding facilities that will contain Garth as he is taken back to Ferenginar to face charges. The D'Kora class transport ship now has a state of the art brig. Garth will not be able to escape the Ferengi, once they take him into custody. Federation technology is not compatible with that of the Ferengi, so your engineers aren't sure how to proceed.

Interview, select and train elite guards from among the Ferengi who will guard Garth's cell. Your crew is able to train three shifts' worth of paired guards, who are the fiercest Ferengi guards available. Grand Nagus Rom personally approves their change of assignment, citing the importance of keeping Garth imprisoned. It quickly becomes clear that fighting is not the Ferengis' best talent. Other guards will have to be considered.

Prepare Garth's prisoner transfer paperwork from Starfleet custody, to the Ferengi. Every "T" is crossed, every "I" is dotted, and all the forms are filled out in triplicate, in both human and Ferengi languages. The transfer of Garth's custody can legally take place as far as both parties are concerned. The paperwork processes are too convoluted and full of red tape, and will take weeks to complete.

There is some sort of subspace interference with the transmissions, and the videoconference is irretrievably disrupted.

Train your crew in the use of Romulan disruptor pistols in case that information becomes necessary when Garth gets taken into custody by the Romulans. Your crew is now knowledgeable about a whole new set of weaponry and tech, which might help inform Starfleet regarding how to improve their own. They will also be ready if there's any reason they need to use such weaponry in a standoff with Garth. Starfleet gets wind of the special training you intend to pursue and they forbid it.

The Romulan prison's security features are dependent upon secret Romulan technology which they are not inclined to share even for a mutually beneficial purpose like containing Garth.

Conduct a security audit on the Romulan transport ship, to find any vulnerabilities that Garth might exploit. This will make the Romulans fully equipped for their journey home.
