Eager to restore his people's honor, Lieutenant Konmel has vanished into the Neutral Zone, where any attack on a Romulan vessel will be seen as cause for war. An away team must find Konmel before the Romulans do. The away team crosses deep into the Neutral Zone and picks up an energy surge left behind by Konmel's cloaked Bird-of-Prey. A spread of photon torpedos [sic] convinces him to stand down, and the away team escorts him out of the Neutral Zone. The away team crosses the border of the Neutral Zone, but even their long-range scans cannot detect any signs of Konmel's ship. Wherever he is, there is little standing between him and an attack on Romulus.

The Romulan scientist Varel is listed as a potential conspirator, but Klingon Intelligence wants proof of her involvement before capturing her. Search for any signs that Varel has been to Qo'noS. The away team obtains a sample of Varel's DNA from a science conference she attended and scans the room where Martok was kidnapped from. Trace amounts of skin cells prove that Varel was present when Martok was kidnapped. The away team searches for flight logs proving that Varel's ship may have visited Qo'noS, but like all things concerning the Romulan military, the ship's logs are closely guarded and out of the away team's reach.

Engineering A band of Klingon captains have attacked Regula I in an attempt to steal the Genesis Device and unleash it upon Romulus. Send an away team to shore up Regula I's defenses before the Klingons reach the device. The away team orders Regula I's shield emitters restarted while they distract the Klingons with phaser fire. The emitters come back online at full strength, and the Genesis Device is safe from becoming a tool of Klingon vengeance. The Klingons get past Regula I's outer defenses. Half of them pin the away team down in a narrow corridor while the other half snatch the deadly Genesis Device. They beam out and set course for Romulus.

A Klingon thief claimed he saw Romulans in the First City during his robbery—part of why his testimony was ignored. Find a way into Rura Penthe's mines to speak with him while he serves his sentence. The away team bribed Rura Penthe's guards with barrels of fine bloodwine in exchange for questioning the thief. He describes the Romulans he was near the High Council, one of whom sounds like a suspected conspirator. The away team tries to get the thief's sentence overturned, but no judge on Qo'noS will release him at a Starfleet officer's request. The thief–and whatever knowledge he may have of the Romulans–remains on Rura Penthe.

Admiral Mendak, a proven conspirator, has a fondness for Romulan ale. Mix a sleeping agent into his next shipment without ruining its distinctive flavor, and Klingon Intelligence will be able to apprehend him. The away team has the computer compare their anesthetic-treated Romulan ale to the flavor of an untouched bottle. They send Mendak a mixture that is close to the original flavor, and Klingon Intelligence captures him, asleep holding the bottle. The away team taste-tests small quantities of their melenex-treated Romulan ale, and despite the clear aftertaste of anesthetic, all quickly find themselves hungover or snoring on the laboratory floor.

Klingon agents have detained a Romulan officer for questioning. He claims he was on Remus during the time of Martok's kidnapping, but since he will not say why, the Klingons have been unable to verify his alibi. The away team listens in on Reman conversations in a dilithium mine and learns that the Romulan prisoner was bringing them rations against orders. He could not have been on Qo'noS during Martok's kidnapping, and the Klingons release him. The away team visits several of Remus's dilithium mines, but all the Remans they question say they haven't seen the Romulan prisoner. Convinced that his alibi was fake, the Klingons arrest him as a conspirator.

Command A Romulan scout ship that recently passed near the Qo'noS sector has been spotted leaving Romulus in a hurry. Catch up to it and learn what business it had in the Qo'noS sector. The away team takes a quick but dangerous route through the Romulan system to catch up with the fleeing scout ship. Scans reveal one of the conspirators on board, and the away team successfully apprehends him. The Romulan ship notices the away team's pursuit and heads inside a planetary nebula. The away team is confident that the ship's passengers have something to hide, but they lose their trail inside the nebula.

Science Medicine An autonomic response analysis can help detect lies, but will require a more detailed knowledge of Romulan physiology than Klingon Intelligence's doctors have. Assign an away team to train them in the procedure. After the away team's briefing on Romulan psychology, the Klingon doctors soon apply that knowledge to autonomic response analysis. It will be an effective way of telling if their Romulan suspects are lying. As the away team tries to apply autonomic response analysis to Romulan physiology, they find themselves as confused by it as the Klingons are. Both parties will need more training to use this method of lie detection.

Sub-commander Almak is named as a conspirator, and Klingon Intelligence has just confirmed his guilt. They want him captured before he can leave his current posting on Benzar. After several days of observation, the away team learns that Almak likes to go for walks on Benzar, despite the breathing aids this requires. They ambush him on one of his midnight strolls and take him to Klingon Intelligence. The away team tries to infiltrate the base where Almak is posted, but despite their convincingly disguised features, their identification codes are clear forgeries. They leave the base before anyone can pursue them.

Although they only have the names of a few conspirators, Klingon Intelligence fears their actions may have been sanctioned by the Tal Shiar. Search for Tal Shiar transmissions regarding known conspirators. The away team intercepts and decrypts one transmission using Tal Shiar encryption codes. The message expresses surprise over the disappearance of captured conspirators, suggesting that the Tal Shiar was unaware of their actions. The away team intercepts a few communications using known Tal Shiar encryption codes, but the encryption is so thorough that the away team cannot tell whether they contain any information on the conspiracy.

Engineering Security Ambassador Kell once betrayed his own people to the Romulans, and Kolos fears he may have done so again. Listen in on Kell's communications and see if he contacts any of the conspirators on the list. Kell's communications are encrypted, but the simple algorithm protecting them is no match for the away team. To their surprise, Kell is not in contact with the conspirators on their list. They rule him out as a suspect. Due to Kell's diplomatic status, all of his communications are encrypted, and local Klingon authorities notice the away team's attempts to access them. While they are being questioned, Kell's messages remain a mystery.

Commander Suran has been identified as one of the conspirators, but he has not left his ship in days, perhaps suspecting someone is coming for him. Find a way aboard without rousing his crew's attention. Klingon Intelligence grants the away team a Bird-of-Prey to use, and they tail Suran's ship under a cloak for hours. When Suran lowers the ship's shields for routine repairs, they beam into his quarters and capture him. Suran remains on one side of the Neutral Zone and the away team on the other, unable to go after him without being spotted by his ship's sensors. As long as Suran stays on his ship, they cannot reach him.

Having heard of the Romulan plot against his people, Captain Larg is leading his squadron on a rogue attack against a Romulan base on Khitomer. Stop Larg and his ships before they incite a war. The away team calls upon Chancellor Martok's authority to order Larg to stand down. The Klingon captain fumes, but unwilling to disobey a direct order from the chancellor, he turns his squadron away from Khitomer. The away team confronts Larg before he reaches the Khitomer system, but he only laughs when they tell him to stand down. Their ship is no match for a whole squadron, and Larg continues on his path to vengeance.

One of the suspected Romulan conspirators will be attending the Altine Conference, but no Klingon scientists were invited to attend. Secure an invitation for a Klingon biologist so she can watch the suspect. The away team convinces the conference's hosts that the Klingon biologist's work has more medical applications that they thought. She is invited to the conference, where she will observe a potential conspirator. The Altine Conference's hosts dismiss the biologist's work on lacerations and scar treatment as the kind of crude study only a Klingon would be interested in. They refuse to invite her to the conference.

Fearing more Romulan conspirators on Qo'noS, Councilor K'Tal has started a witch hunt, interrogating anyone who approaches the High Council's chambers. Talk the councilor down before he frightens more of his people. The away team proposes subtler security measures to K'Tal, promising that they will be his personal guard. The councilor stops interrogating ordinary citizens, though he still fears there are Romulans among them. When the away team tries to convince Councilor K'Tal that he is, in fact, not surrounded by Romulan spies, their insistence only makes him suspect them as well. He orders his guards to arrest them!

Science Medicine One of the captured Romulan conspirators has ingested a hidden poison tablet while in his cell. The Klingons have been unable to stabilize him, and if he dies, his death will be blamed on his captors. The away team identified their patient's symptoms as the work of mugato venom, a rare but treatable poison. They stabilize him just before he goes into cardiac arrest, and the Klingons vow to keep a closer eye on him. Unable to identify the poisoned Romulan's unusual symptoms, the away team resorts to trial and error, injecting him with antidote after antidote. None have any effect, and the Romulan prisoner dies within the hour.

Science Diplomacy Hedril, a young Cairn, has offered to use her telepathy to examine the mind of a Romulan suspect. She'll need an away team on standby to not only record, but also interpret, the images she relays. The away team gives Hedril a mild sedative to keep her calm as she probes the Romulan's thoughts. The away team records each image she relays to them, and the picture they form proves that the suspect is a conspirator. Hedril's telepathic images are flowing faster than the away team can follow, and the violence in the Romulan's mind is overwhelming for the young Cairn. She breaks her link with him before she can learn anything.

Security After Romulan assassins attacked Emperor Kahless, one left a disruptor rifle behind in the scuffle. Examine the weapon for any traces that could lead Klingon Intelligence to its owner. Searching through their limited intel on Romulan weapons, the away team matches the abandoned disruptor to a model issued to officers on a base near the edge of the Neutral Zone... where one of their suspected conspirators is stationed. The gloved assassin left neither DNA nor fingerprints on the rifle, and the away team cannot find any other way of identifying its owner among their list of potential conspirators.

Diplomacy A guilt-ridden member of the Romulan conspiracy has given herself up to the Klingons, promising to identify her collaborators if she is guaranteed a lenient sentence. Convince a judge to agree to her terms. The away team persuades the Klingon judge that refusing this conspirator's terms would only protect other members of the conspiracy. When the judge agrees, the Romulan begins sharing what she knows. The away team puts on an impressive show in court, but the Klingon judge insists that he will not strike a deal with a Romulan criminal. The conspirator remains close-mouthed as she is escorted to prison.

One Klingon ship is traveling close to Carraya IV, where survivors of the Khitomer Massacre live in shameful secrecy. Divert the ship before its captain uncovers the colony and provokes further outrage within the Empire. The away team records a message to the Klingon ship and modifies it to sound as if it is from a Klingon Defense Force. Upon receiving "new orders," the ship turns away from Carraya IV and its hidden colony. The away team hails the Klingon ship and tries to tell it that the Carraya system is home to dangerous anomalies. The Klingons see no such anomalies on their sensors and only become more intrigued by whatever the system could be hiding.
