Despite the work Data has done to gain acceptance for his sentience, Starfleet is hesitant to take on another android. Commander Maddox insists that safeguards be in place for any android who joins. Command sends your crew to assess public opinion. Your crew speaks to people throughout the Alpha Quadrant, both civilians and members of Starfleet. While many are worried, others have faith that anyone vetted to join Starfleet, android or otherwise, would be worthy of trust and respect. Your crew speaks to people throughout the Quadrant, but the way the subject is brought up brings out the suspicions and bitter feelings of many. Your crew has no choice but to share the bad news with Data.

Engineering Medicine Your crew enters a Starfleet bar where the EMH is furious. Command has demanded to see members of Voyager's crew who were once assimilated, believing the Borg technology was not completely extracted. To appease the EMH, you agree to look into it. Your crew learns that a previously assimilated Starfleet officer who had been freed experienced complications and had become a security risk. You assure the EMH that the crew members submitted to testing to be safe, not as a reflection of his skill. Your crew heads to Starfleet Command to speak to them about the situation, but they have no interest in listening to your and take insult at your barging into a high security situation they feel doesn't concern you.

Wesley Crusher believes it best to go back to B-4's roots to understand his motives. He asks your crew to visit Doctor Soong’s old laboratory and see if you can find anything. Your crew visits Doctor Soong's old laboratory and sees that it has been the site of recent activity. Though it takes a bit of tinkering, your engineers are able to see someone has been using the computers and equipment to update B-4. Your crew visits Doctor Soong's old laboratory ans sees that it has been the site of recent activity, but are unable to access the computers to learn anything of use.

Ensign Wesley Crusher insists on working with B-4, knowing how it feels to have people underestimate his abilities. He is, however, having a hard time getting B-4 to understand the more human aspects of the job and asks for your help. Your crew brings B-4 aboard to work with him and evaluate him, while being sure to keep him away from anything too classified to risk. B-4 does seem to be much quicker than Starfleet records indicate. Your crew agrees to take B-4 in, but when he is left alone, he seriously damages a navigational computer and many among your crew suspect it was no accident.

B-4 contacts Picard, asking that he take him under his wing as he did with Data. With his controversial words, Picard is worried that communications are not secure, but does not want to lose his chance to talk to him. Secure his communications. Your engineers board the Enterprise quietly and \set up a secure comm channel directly in Picard's ready room. After a few tests, you can assure the captain that his communications won't be monitored. As you leave, he tries to talk sense into B-4. Your engineers board the Enterprise, but are greeted with suspicion by the crew. As they work on the secure comm channel they experience repeated interruptions and are ultimately unsuccessful.

La Forge asks you to investigate a recent break-in at Noonian Soong's lab on Terlina III. The lab was left in ruins and the crew sent to investigate cannot seem to make heads or tails of it. Your crew investigates and is able to piece together Soong's old inventory list, which reveals that most of what was stolen was upgrades for android brains, positronic and otherwise. The anger with which the lab was destroyed afterwards, though.... Your crew investigates the ransacked lab, but is unable to get a grasp on what happened or who might have done it.

Chief O'Brien reaches out to your crew. The holoprogram he designed to test potential developments for B-4’s current programming has become hostile and he is chased out of the holodeck by multiple B-4s! He sends your crew in to investigate. Your crew enters the holodeck. Your security team engages the B-4s while your engineers investigate the programming to find that, somehow, the programming is altering itself. You manage to deactivate it and take it for further study. Your crew enters the holodeck and is quickly overtaken by the many B-4s. Your engineers struggle to get to the control panel, but are overpowered. Your only option is to retreat.

Engineering Diplomacy Command Seven of Nine confides that she is grateful for the stir B-4 caused. Adjusting to Starfleet as a former drone is difficult, with many treating her with suspicion. She hopes she can get Starfleet to consider how they integrate former drones. Your officers work with Seven of Nine to come up with a presentation to Starfleet, comprising all of the strengths of potential former drones recruits, as well as reassurances about the lack of risk they pose. Considering that Starfleet's ranks may soon include more androids and drones, Romulan scientists are updating their mind probes to also extract charges from android brains. They find Lal and seize her for a test subject. Rescue her. Your crew finds the Romulan facility where Lal is being held and first bargains for her release, then ultimately rescue her by force. As your crew leaves, one of the scientists scoffs--the experiments they already did gave them what they needed. DIALOGUE FAIL

A Romulan senator confides in you that a Vulcan delegate has accused the Romulans of defacing a beloved Vulcan landmark, but the senator insists it wasn't them. He asks you to investigate. Your crew investigates and, through eyewitness accounts, learns that while the individual appeared Romulan from afar and spoke the language, his movements and expressions were mechanical and his knowledge specific. When a Borg cube appears just shy of the Romulan Neutral Zone, the Romulans throw the might of their forces at them. Koval is afraid they won't be able to manage it alone and though his people are proud, he asks for reinforcements. Your crew joins the fray and tries to lead the Borg away. As more Starfleet ships enter the fray, you devise a strategy to confuse and overwhelm the Borg by dividing their attention. The strategy works and the firepower forces the Borg to retreat. The Tal'Shiar have obtained intelligence that suggests the theft of a metagenic weapon that lines up with a recent theft of Soong-type android schematics. Empress Sela sends your crew to investigate. Your crew investigates and finds the schematics were transmitted over an encrypted connection. The intel suggests the intent may be to use androids to deploy the metagenic weapon, wiping out life in the impacted area without unintended casualties. Your crew investigates, but is having a difficult time connecting the two events, let alone finding the culprit.

Medicine Empress Sela contacts your crew, furious. Some android stole a Romulan ship and since Starfleet is so fond of them, she is sure it must be Data or B-4. She gives you a courtesy contact: find them before the Romulans do. Your crew races and finds the missing ship before the Romulans do. Opening a comm channel reveals it is Lore who stole the ship, ecause he felt he would put it to better use than the Romulans. The ship drops into warp before you can grab him. DIALOGUE FAIL

Your crew is ordered to investigate the disappearance of a cloaked vessel near the Neutral Zone belonging to two officers rumored to be invaluable to Section 31. Tread carefully. Your crew investigates and learns the crew of the ship was captured by the Tal-Shiar after they were caught snooping around a Romulan lab that they believe was trying to make Soong-type androids. You negotiate their release, but it will take time. DIALOGUE FAIL

Though the Romulans claim no responsibility for B-4's actions, the Tal Shiar suggest it might be worth your time to visit Shinzon. Finding him, however, is the responsibility of your crew. Your crew searches and follows leads on Shinzon's last whereabouts. When you finally locate him, he proclaims with a grin that he wasn't the one to reconstruct B-4, but his hat's off to whomever did. When the Romulans find a mysterious vessel abandoned near the Neutral Zone, combing through the ship yields an odd find–a holoprogram that functions as a catalogue of Alpha Quadrant species. Investigate the holoprogram. Your engineers evaluate the program as your officers experience it firsthand. The program acts as a simulated compendium of species, details about them–and how they behave. Your chief engineer notes there is a logical, almost inhuman design to it. DIALOGUE FAIL

Command An impatient Klingon captain chases down B-4, intent on using Klingon means to get to the bottom of his association with the Borg. Intercept the Klingon before he destroys B-4. Your crew manages to catch up to the Klingon before he decides to fire B-4 and convinces him to back down. Brutal interrogation tactics are unlikely to work on an inorganic lifeform after all. Security Engineering When Data is kidnapped, Starfleet Command enlists your help in finding him, but a certain Ferengi bartender suggests Klingon involvement. The Empire doesn't take kindly to such accusations, so investigate, but use a delicate touch. Your crew investigates and believes they have some leads on Data's whereabouts, but when you go to move in, the Empire intervenes and insists they will handle matters in their own Empire. Your engineers work with Torres on technology to ensure a drone is completely severed, as well as to help them adapt to life outside the Collective. While the High Council still views the drones with suspicion, they find the developments encouraging. DIALOGUE FAIL

A Klingon bar owner insists your ship come to assist with a situation at his bar, since you're close and since he considers this a Starfleet problem. Head to his bar to investigate. Your crew finds B-4 trying to share with the Klingons his hopes for a future where all species can work together, including Borg drones. Several Klingons who have battled the Borg are furious and it takes your whole crew to calm them and remove B-4. DIALOGUE FAIL

A ship of several severed Borg drones is seized by a Klingon vessel. Alexander Rozhenko contacts your crew as a courtesy. The Klingon captain insists that, aware or not, the drones are complicit in the actions of the Borg and doubts that they are really severed. You finally manage to persuade him to let you take the drones into custody. DIALOGUE FAIL

Medicine Commander Worf contacts your crew. He believes that Lore may be the missing piece between B-4 and the Borg, but he's not alone. There is an active bounty on Lore’s head, severed or not, and he feels you may wish to find him first. Your crew pursues leads, but is unable to locate the android. You finally receive a communication from the android, who assures you the animosity is misplaced, but he'll remain in hiding for now just the same. DIALOGUE FAIL

Debate has broken out among the Klingon High Council. Many within the Empire fear the idea of Starfleet admitting more androids and ultimately creating an indestructible army. Visit the High Council and ease their concerns. Your officers meet with the High Council and hear out their concerns. You reassure them that the Federation is not seeking to create some batch of indestructible soldiers, but that they are trying to be fair to sentient androids who seek to join. DIALOGUE FAIL

He identifies a strange humanoid who wasn't quite human that may have been the culprit. One of your medical officers agrees to help prepare antidotes. DIALOGUE FAIL
